Dress not received and refund not made

To flee, I bought a dress that was not the same as in the picture.
The payment was made, I was supposed to receive the dress within the month I didn't receive anything but I was notified two days before the end of the month because the dress was no longer the same when I came back to the page of the site.
And when I came back to the mail, the dress had been changed.
So logically I was supposed to be reimbursed, but after two or a week I still haven't received anything...
A pure scam given that he doesn't even respond to several emails.
I intend to file a complaint if he does not respond to the several emails I have sent them.
I also intend to denounce on my social networks that he stole $215 from me.
